WIAA Board receives equity committee recommendation

The Board of Control was introduced to a success factor plan with a presentation by the competitive equity ad-hoc committee and approved a number of other action items at its December meeting in Stevens Point, Wis., on Friday, Dec. 5.

The Success Factor Plan is a result of months of discussions, research and planning by the committee to address concerns of competitive inequities brought forward by a segment of the membership. The proposal promotes programs in the team sports of baseball, boys and girls basketball, softball, boys and girls soccer, and girls volleyball to a higher division for tournament play based on point values assessed for success in the tournament over a three-year period. 

Discussion of the plan will advance through the typical committee review process prior to reaching the 2015 Annual Meeting for a membership vote. Among the details presented to the Board included the rationale for why a number of other potential solutions were not embraced, why the plan is applied only to the seven team sports identified, how the plan would be calculated and implemented and how to evaluate the success or shortcomings of the plan after it has been implemented.

In other action, the Board accepted the 2013-14 independent audit report conducted by Grant Thornton and the approval of the Form 990. In addition, it approved an executive staff recommendation to begin planning the development of a Constitutional amendment requiring a coaches’ education component to include First Aid, CPR and AED training for all coaches by 2017. Also approved was an executive staff initiative to waive all licensing and sport fees for current and former military personnel for two years when registering for the first time as a WIAA-licensed official. 

  The Board also approved the final consideration of the conference realignment plan that involves the Washburn High School co-op and the Lakeland Conference for football only. The decision moves Washburn/Bayfield/South Shore to the North Division of the Lakeland Conference and moves Frederic from the North Division to the South Division beginning in the fall of 2015. Membership rules required a 40-day window for schools involved in realignment plans to appeal the first consideration of the Board before it took final action. 

The Board received staff reports on the possible amendments to the Constitution, Bylaws and Rules of Eligibility to be voted on by the membership in April, as well as a review of the fall Tournament Series, technological enhancements to the online officials’ program and further discussion on the decision to maintain four divisions in softball. In addition, the Board received updates from liaisons Mike Thompson of the Department of Public Instruction, John Ashley of the Wisconsin Association of School Boards and Jim McClowry of the Wisconsin Athletic Directors Association.

The membership of the WIAA oversees interscholastic athletic programs for 505 senior high schools and 45 junior high/middle level schools in its membership. It will sponsor 24 championship tournament series in 2014-15.
