Elgin EDA honors Out of Bounds

Jeff "Razor" Rahman, center, is honored Jan. 15 during an Elgin City Council meeting. His business, Out of Bounds Sports Bar, was named 2019 Business of the Year by the Elgin Economic Development Authority. Rahman operates the business with Pam McHugh.
